Company Operations

The company carries out its investment activities through strategic partnerships with Slovenian and international companies operating in the fields of defence, security and resilience (DSR). It also supports the establishment of new Slovenian DSR companies and implements development and other projects that contribute to the achievement of strategic objectives.

DOVOS cooperates with competent state authorities in coordinating the development, consolidation and strengthening of industrial capacities in the DSR sector in the Republic of Slovenia.

Together with the Ministry of Defence and other relevant stakeholders, DOVOS facilitates cooperation between the defence sector, industry, and research and development institutions. It supports their integration into European and allied programmes, as well as into international supply chains.

Matej Miklavčič, General director

Matej Miklavčičholds a degree in Mechanical Engineering and has extensive experience in the fields of defence, security and resilience. Prior to assuming his term of office, he served as Director of ARMAS d.o.o. Since 2022, he has acted as President of the Supervisory Board of the Slovenian Defence Industry Cluster. His core competencies combine industrial engineering and strategic leadership, encompassing capability development and the establishment of long-term strategic partnerships.

Matej Špragar, Executive Director

Matej Špragar is a finance and risk management professional with extensive senior management experience in the corporate and financial sectors. Before his appointment as Director of DOVOS, he headed the Controlling, Risks and Valuations Division at Slovenian Sovereign Holding from 2019 onwards. His key competencies include financial governance, strategic management and stakeholder oversight.

Dr. Damir Črnčec

Dr. Damir Črnčec holds a doctorate in political science and is a long-standing expert in defence policy, intelligence and security affairs, and national and international security governance. Between 2005 and 2012, he served as Director-General of the Intelligence and Security Service of the Ministry of Defence. From 2012 to 2013, he acted as National Counter-Terrorism Coordinator, Secretary of the National Security Council and Director of the Slovenian Intelligence and Security Agency. Between 2013 and 2015, he served as Defence Policy Adviser to the Chief of the General Staff of the Slovenian Armed Forces. From March 2015 to June 2016, he acted as Defence Adviser to the Minister of Defence of Montenegro. From September 2018 to March 2020, he served as State Secretary for National Security in the Office of the Prime Minister and Secretary of the National Security Council. From June 2022 to January 2025, he was State Secretary at the Ministry of Defence, primarily responsible for the modernisation and reform of the Slovenian Armed Forces. Since 1 February 2025, he has served as Assistant to the President of the Management Board of Slovenian Sovereign Holding.

Peter Dolžan

Peter Dolžan is Assistant Director at Slovenian Sovereign Holding, with more than 15 years of experience in finance, business analytics, valuation and strategic oversight. He is a Certified Business Valuer. He developed his professional career in the financial and corporate governance sectors, where he led key projects in the valuation of financial instruments and companies, financial restructuring, and risk analysis. His competencies include financial modelling, strategic planning and an in-depth understanding of market and industrial trends.

Lovrenc Babič

Lovrenc Babič is an Independent Legal Adviser at Slovenian Sovereign Holding, active in the areas of claims management and corporate governance. He has extensive professional legal experience, having served in the Legal Department of the Slovenian Compensation Company (SOD) for ten years, followed by more than a decade in private legal practice. Over the course of his career, he has been involved in numerous projects relating to claims management, legal advisory services and corporate governance. His competencies include comprehensive knowledge of regulatory frameworks, strategic legal advisory work and experience in resolving complex legal matters across the public and private sectors.
